Axle lock nut removal

Can anyone help me out with removing the axle lock nut? I have both the inner and outer lock nuts loose, and it slides side to side but I cant get it to slide off the axle.

turn the nuts into toward the rotor some more and you should see a clip under where the nuts are now. take that clip off and the nuts and sleeve will slide right off.

I already took the clip off. It just wont slide past that point.

that's odd. can you turn the nuts the other way to see if they'll come off? something must be binding if it won't come off???
