how can i tweek my 250ex to get more power w/o aftermarket parts? if i cant do that then whats the best upgrade i can get for the least amount of money?

Not much you can do in stock form.

A pipe, filter, and rejet is the best bang for the buck on most all quads.

since its shaft drive you cant regear which limits things somewhat. the best thing to do is take off the airbox lid and rejet it. jets only cost a few bucks a piece.

Adjust the valves or have them adjusted if you are not familiar, this will insure optimal compression and performance. If you have the tools and know-how it will coast you nothing.

Other than that -pipe, filter (remove lid if wanted) and then jet to match.
