Throttle cable

Ok so i just got my 400 back together and i have a throttle problem. I adjusted my idle screw but its like my throttle cable is too short to hit the idle screw inside my carb. IS there a way to adjust the cable to close the gap between the throttle screw and the throttle cable inside the carb?

You probably already know all this. The throttle cable adjustment on the throttle and the one on the carb, on each end of the throttle cable. Are each of these all the way down?
