This is a section taken from the Amateur Rules off the ATVA website.

1. A Hare Scrambles is conducted on a closed course, using trails
and paths over natural terrain. The course should be between 2
1/2 and 40 miles long. For the Pee Wee’s and Youth the length can
be at promoters discretion. Arrows may be used to direct competitors
on the proper route when the terrain does not clearly dictate
direction. Unless otherwise instructed at the riders meeting, riders
must not ride more than 20 feet from the course marking arrows.
If two arrows are positioned on each side of the route, riders must
remain between the arrows. Riders can be allowed to walk or ride
bicycles on the final course prior to the start of the event. The
promoter may limit the distance that the riders can view. The riders
must also be able to view the scoring area.

Pretty much the same thing.
GNCC just calls it cross country, were others might call it a hare scramble.

Same as the gncc's. Depending on what series you run the trails might be tighter, or more open sections. I race them now and have raced motorcross a few times and I think cross-country is more difficult and way more fun.

The main difference is;
Harescrambles are on a short course, usually around 3-5 miles.
Cross country races on longer course, usually 5-13+ miles.
