What sprocket setup would be better for top end 13/39, 13/38, 14/39, or 14/38?

What exactly do you mean? Which one will give you the highest top speed?

the 14/38 will be the fastest up top.The 13/39 will have the most low end but you'll be shifting too much.:)

the combination with the largest front sprocket and the smallest rear sprocket will give the most top end. the opposite of this will yield the most low end power.
