valve adjust loose rockers???

I attempted to adjust my valves doing the whole watch for the intake valves to start to close, then line up the mark with the T to the timing notch. No matter how many times I rotated the engine around and stopped there, the rockers never felt any different/more loose in any of the four positions???

what I did was make them really loose... when you get to TDC youll feel the difference in looseness. After than tighten them down on your feeler gauges

Happened to me a week ago. Just like ducmann998r said, make sure it is at TDC and just loosen them and adjust them.
