plastic repair?

well today my friend gave me some scratched, spray painted radiator shrouds with two holes in them, heres the story,

first he bought a wrecked r with scratched up fenders so he sanded (yup sanded) the fenders down to spray paint them white and i told him i was drilling a hole in mine to relocate the keyswitch and he did to except i got it right the first time, then when he got a whole new front fender kit and i said ill take the shrouds to see what i could do with them. so my questions

easiest way to get spraypaint off
what i can get to fill the holes in
is there a graphics place that will sale just the shroud graphics
or should i just pitch them

or if someone can come up with something better im open for suggestions

now i have decided to go all or nothing with it and already cut out a good section where the holes were and im gonna get mesh wire stuff and put it on the back of the cut parts (hopefully someone reading this will have seen that tricked out show on diy where that bald dude did the same thing to the bumper on a civic) now i cant remember/ dont know what kind of glue would work the best for this.

how about hot glue?
