new clutch cable

Today I got a +3 clutch cable and when I am taking off it doesn't go until the lever is like all the way out. The top adjustment is about 1/2 way in and thwe bottom one is as far forward as it can go. Which way do I adjust it to make it where it starts to take off when the lever is about 1/2 way out?
