Will a stock set of 450r a-arms fit a a 250r? My brother has a set I can have, and they are longer.

No, 450R arms will not fit on a 250R without doing some fabbing to the frame mounts. I have set of 450R arms sitting in my shop from 2 years ago because I assumed they would fit. 400EX arms will fit but you will need to add spacers.

450R front shocks fit but rasie the frontend about 1.5".
Some major grinding is needed to make a 450R rear shock fit.
450R front and rear brakes (http://www.exriders.com/vbb/showthread.php?s=&threadid=155875) will fit if you use the correct parts.
