Can you use shocks valved for +2 with wheel spacers in the front?

You sure can, the leverage ratio will probably be about the same I think.

You can, but they will likely be harsh.

Wheel spacers do not change the leverage against the shocks like control arms do, because the pivot points in relationship to the shock mounts remain the same.
