If you're buying one from somebody, you will need the seller's signature on the back, in the correct spot. The signature will need to be notarized. Basically, you go to the fast tag place, and the seller and buyer sign the title in the presence of a notary. The fast tag place sends the paperwork and the old title to Harrisburg. Typically, it takes 1-2 months to get the actual paper title back from Harrisburg. At that time you can resell the bike and transfer the title. Some fast tags are now offering expedited service, where you can get the title back in less than 2 weeks for a small extra fee. I recommend doing it this way. As far as fees, title transfer only will probably run you 50 bucks or so. Registration is $20 for 2 years (ATV). You will also have to pay 6% tax on the purchase price (if you bought it for $1000, $60 in tax). People often state a lower than actual purchase price in order to save on taxes, but don't let big brother find out!
