sounds to me like you need to adjust your float in the carb its staying open and allowing your bowel to over fill and pour gas out of your overflow tube

Yes. It's flooding the engine. Take the carb off and remove the float bowl by removing the four screws on the bottom. Next, remove the little pin that holds the float to the carb by pushing it out with a pin or a piece of wire. Now, pull the float and the needle that's attached to the float out of the carb. Make sure there is no crud in the seat (where the needle slides into). Also, make sure the little rubber tip on the needle is in tact, still pliable, and in good condition. If not, you'll need to buy a new needle.

my 250x drips out of the knob to turn the gas on/off only when its parked
if i leave it on overnight it'll leak quite a bit, so i turn it off overnight. it doesnt leak while i drive though.

get a catch can dis connect your fuel line letting it pour into the can and turn the knob with the pliars till the fuel stops then proceed to taking everything apart. to get your carb off to adjust your float
