Yes the regulator could be bad, all lights on the 400ex get there power from the regulator (obviously it gets fed from the battery) If your battery is deffinately good, then the next place to look would be the regulator. If your quad is not turning over though and you "think" it is the starter, you may want to take five seconds and check your fuse, it feeds all the power off your battery to your ignition and your regulator. It sounds more like that kind of problem from what you have said. Check power at the starter, and that will more than likely tell you wether it is a bad regulator/broken wire or the fuse. Power at starter means regulator/wires, no power means fuse/broken red wire from battery. Also check your ground for the battery, that will cause nothing to work as well.

try jump startin the bike, if it turns on then my 1st thought will be the wires.

if the battery was dead and u pop start it, the lights would still work. If thelights don't come on after poppin it, then it would be the wires. The regulator would also cause that too. The startor has nothing to do with the lights, just the motor.
