governor

my friend just got a Z400 and he thinks it seems like its a lot slower than it should be so does anyone know if theres any kinda governor on it and where it would be on the bike?

Theres no governor that I'm aware of, Is his throttle stop screwed out to where he cant give it full throttle?:confused:

yea i was looking for a while and i couldn't find anything either. im not sure about the screw, i'll ask him then. thanks for ur help.
