HRC kit ??????

I bought part of an HRC kit on e-bay for a 06 450er. One of the pieces that came w/ it is a small black plastic piece that after looking up info on it is a accelerator pump adjusting tool. Can anyone fill me in on w/ the pump is and why it would need adjusting.

According to HRC manual, you are supposed to turn accel pump link screw 1-1/8 turns out from std setting. Nec when changing jets
