Need Some Help with Photoshop

Can someone please (if possible) make this picture clearer (without the uneven edges) and about quadruple the size? It is going to be used as a stencil for a tattoo and I can't quite seem to do it myself because I am not that skilled in Photoshop. Thanks.

You need to trace it in Illustrator, not Photoshop.
Then blow it up to the right size. I don't have time to do it, sorry.
