Z400 Hesitation in throttle

I just bought a 2003 Z400 Suzuki with low hours and in excellent shape. Even more excellent was the price of $2,600. It is stock except for a K&N filter. The carb was just completely cleaned with gumout and has the std 130 size jet.
When in the low rpm end of a gear like 2nd, when hitting the gas there is a slight hesitation. If in the mid rpm range of the gear the throttle reponse is instant. Does just having a K&N filter require a larger main jet or do I have some other problem.

might want to take the airbox lid off then bump up the jet a couple sizes :ermm: but yes i think a filter causes much more airflow resulting in you having to change the jetting.
