when i got my 400ex the guy said it was bored 1 thousand over, whats that mean does that mean im a 410cc..

No. Honda makes stock pistons in two oversizes. The first oversize is .25mm which is about one thousandth of an inch. There is no appreciable gain in displacement from this. It takes a full 1mm oversize to get 406cc. If my math is right, .25mm over comes out to about 399cc instead of the stock 397cc.
