How to get a frame title?

I finally got most of my MX 426ex parted out. The biggest item I have left is the frame. There is one problem though, I bought the quad used and did not recieve a title. Is there any possible way to obtain a title even though I'm not the original owner? I found out that it is nearly impossible to sell a frame without a title.

So no one has any ideas on how to send the frame numbers somewhere and possibly recieve a title? That would be a big help.
