Front brakes

The brakes on my 2002 400 are feeling pretty soft. They will not even lock up the front tires 3/4 of the time. I have replaced the pads and bled the brakes but the system just doesnt seem to hold presuse. Sometimes they work extremly well other times they arent there at all. What could cause this problem? Does the front master need to be rebuilt?

have you ever changed you brake fluid? if it looks dirty, it needs to be changed and should be changed about once a year. also stainless braided lines help alot.
