During the summer when it's hot it runs great, but when it turns cold it runs rich enough to foul plugs but not bog down. what should i change to fix this.

with the same jetting in the warm and cold air it should run richer in the summer and leaner in the winter due to the cold air being more dense what color are your plugs when they get fouled out...

What jetting are you at. Is there any variation in your setup from summer to winter such as air box lid on or off? when i had just a filter, pipe, header and revbox i ran a 38pilot, 165 main and 2.5 out on the fuel screw and it ran the same summer and winter.

If you feel comfortable taking your carb apart i would do that to see where you are running now.
