It depends on the size of the rims you're running.

The front usually 3:2 and the rear usually a 3:5 if you are running an 8 inch wide rear wheel.

I think some places offer a front set at 2+3...rears maybe a 3+6?

I think you're right, but those are a little more difficult to fine. The 3:6 would be a nine inches wide rear. My rear Hiper 10x10 are 4:6.

I know this will sound stupid but can you explain offsets to me? How do they work? Cost? I just ordered new elkas an inch longer than I need so if I wanted I could get offsets and widen it more.

Yeah, that is not right at all. The only reason longer shocks are made is for "long travel" set ups. Although in some cases the arm mfgr may move the mount locations but I do not think that is very common.
