will steel rims from rocky mountain hold up while racing track?

some better than the others. depends on the thickness. I used to run .190 and they did just fine. But now Im with beed locks

Steel rims are extremely heavy. Not something you want to put on a 400. Look into some beadlocks. Burgard has some good beadlocks for a pretty reasonable price...
