400ex no start

i have a 400ex and i am having a no start problem. I have adjusted the valves and made sure the timing was right but i still cannot get any more than 50 psi of compression out of it. I have tried putting oil in the cylinder to seal the rings but that didnt work. If anyone could help me out it would be appreciated.

is it stock cam that you have in it? if so do you have the decompression lever in it cause if its stock cam you need that or it will not start. thats the only thing i can think of.
