I am planing to get a 14 tooth front sprocket when i get my quad back together. I have 20 inch tires in the back and a 36 rear sprocket. How much do I have to grind off the case saver to make it fit? Will my top speed go up or down?

If the stock front sproket was a 15 tooth, then you won't have to grind anything off the case saver. If you went with a 16 things would be different. Basically, going with a smaller front sproket means you don't have to do anything to the case saver.
I've used a smaller front sprocket on my 400ex a few times too. The top speed will drop about 5 mph (At least, that's what it felt like.) But the torque sure went up.
If you were running a stock set up which (I think) is 15/38 then your rear sprocket of 36 was giving you more top end speed and reducing torque. A 1 tooth change on the front sproket is equivalent to about a 3 tooth change on the rear.

Im actually running that same gearing right now, I came down from a 16/36 and o my what a difference. My bike used to have crazy top end speed but it was liek a rocket once it kicked in. Well anyway switching to teh 14 definateley took alot of that away and made it more of a trail friendly bike. I have been told that the 14/36 is slightly higher than stock 15/39 gearing. im considering putting the 39 on and trying out the 14/39 and see how that works out.

stock is 15/38, not 15/39. ANd it is actually slightly lower than stock gearing. you will lose a little top end, but not mcuh.

I have a 250x not a 400ex. I had on it 13/39. and now i have a 13/36 with 20s.
I would like more top speed so would a larger front sprocket be bad or good for more top speed.

The origional poster is a 250x rider.
The stock gearing on a 250x is 13/38 w/ 22" tires.
23.6" of forward movement per couuntershaft rotation.
14/36 on 20" tires will give you:
24.4" of forward movement per countershaft rotation.
Geared slightly higher than stock.
14/38 would probably be more suited for trails. (23'1" forward)
Right now, w/ 13:36 on 20's you are getting about:
22.7" of forward movement per countershaft rotation.
Switching to the 14/36 should increase your top speed by about 7.5%. Boosting you from (assuming 55mph stock) about 53mph up to 57mph
Obviously calc's are assuming a perfect 20" or 22" tire diameter (which is never the case). But, the ratio should still be comparable.
