can u run them without the oil on them if there is no dust ot anything.and mine dont fit on the little nipple at the end of the metal srceen filter what do u do.

You need to have oil in any foam filter for it to filter properly, or you will get junk in your engine, even if it is not dusty, and that is of course bad. You will probably have to buy an aftermarket aluminum ring that goes in the end of your air boot to support the filter because with that filter it sounds like you cannot use the stock cage, because there is no hole in the end of the filter like the stock one.

there is a hole in the powerfilter but i cant push it through.

i have a power filter and it was a pain in the @$$ to get it to pop through but it will go, i also drilled some hole in on the end with no holes so that the foam on that end actually does something
