is it ok if there is a little play in the stem when u push on the handlebars is it normal.

There is going to be a bit of play, but how much are we talking about here... Are the bolts/nuts tight?

I have a houser steering stem and I have no play. You prolly just have to tighten the nut on the bottom of the stem or it may need to bearings.

by movement, are you refering to the amount of movement relative to flex or actual movement as in something is loose?

depending on the thickness of the material used to build the stem, and the length(+1 +2 etc) some flex is normal.
