My friend bought an 88 250r and it seems to plug up at 32:1 with domminator amsoil what would be safe to mix it to.

You need to mix it according to the oil manufacturers recommendations.

32:1 is a safe mixture. If your friends motor is fouling plugs his jetting is too rich and he needs to tune his carb.
