99 400ex idle

i have a 99 400 ex that i just bought. it idles for about 5 seconds coughs and stops. filter is clean, fuel is clean, The idle is screwed all of the way in now and it still won't idle unless the choke is partially on. Lots of power at higher rpm. Its all stock. no modifications at all. I had the valves set and everything done last week but it still won't run.
Does anybody know where i can find an exploded view of the carb and dive in myself? or some hints on why this is occuring?

i know this sounds dumb but which way are you goin with the chock cuz wen i first bought mine i did it backwards and mine did the same stuff.

try turing up ur fuel/air mixture screw .5 turns

i adjusted the air/fuel 2 1/4 turns out from being seated today and it still does the same thing. and yes i know which way the choke works. any other possibilities?
