I just bought a 99 400 ex and can't get it to idle. It's all stock and seems to be in good condition. It idles for about 5 seconds smoothly then hesitates and usually stalls. Idle is turned all of the way up. And it still has lots of power when riding. I had the carb taken apart and cleaned, the valves have been set, and have tried all of the simple things. But I am riding in cold climate, would this make a huge difference?

is the idle turned clock-wise or counter?

No. when its cold it starts with the choke all of the way on, then it stalls right away. Shutting the choke off will allow it to start again but i have to keep it going with the throttle at this point.

Do you have gas?

I would take the black plastic cover off the side of your carb where the idle adjustment cable leads to. Make sure the screw actually turns when you turn the knob. If it is not turning, you can use a needle nose plyers and turn it manually. You might make sure the air filter is clean too.
