what do i do to clean up my rusty axel and make it look good

take a wire wheel on a drill or steel wool to knock the surface rust off. Then you can clearcoat coat it and it will last for quite a while or you can wax it instead of clearcoat. Actually the last one I did I waxed it and it has lasted just as long or longer than the clearcoat did :macho

Do you use and automotive type wax?

Yep......I used a yellow carnuba paste wax ( Meguires )
