I was wondering if i would need to rejet for a slip on exhaust if i ride at higher elevations. I generally ride at about 3000-4000ft and sometimes as high as 8000ft. Would it be necessary to rejet if i just replace the silencer.

And also what about when i put a high flow filter and modify the airbox? Would it be necessary then?

I'm in Tucson and I added a WB E-Series, K&N, and modified the airbox. If you do the same, You WILL have to re-jet. If you put a slip on only you may not have to re-jet. Oxygen may have some influence but mainly its the volume of air to the volume of fuel ratio that you try to correct when jetting after opening up the intake.
