How are double row bearing carriers stronger then single row carriers?

I'm going to say yes. It's strong then single row, should last longer.

But how? The axle has a flat spot so the bearings fit on there and if you add two bearings wouldn't one bearing be supporting nothing? Or are the bearings thinner they single row bearings?

Tapered bearing carriers last the longest because the tapered bearings take hits from more angles better than flat bearings.
