what can i do, if anything, to get more throttle respnse outta my 400?

if you want to spend money get a new carb if not just get a jet kit

Put on a pipe, get a K&N filter, lose the lid, and rejet accordingly.

You can also remove the choke. you will have to get a 42 pilot jet for it though, and get the knack for starting it without it.

Just pump the throttle a few extra times till the good ol' accelerator pump kicks in and you don't need a choke.
