finaly figured it out.its a 400ex with a gsxr600 engine in it.
i emailed back and forth with the guy that build it and he said he thought it should do about 130mph.

the guy said with the dual exhaust,aluminum gas tank,and all those ad-ons it would be about $8,500 and about a three month wait to build it.last one.

this one is from the same guy.its also a 400ex buy it has a cbr600r oil cooled engine.he said that one went 160mph,and he had it up to 148mph personaly.he also said that going 100mph u could easily do a wheely spinnig.

Don't even remember where I found this and the video is pretty crappy. It is a DS650 with a 1300cc Hyabusa engine.
