I have the same problem with mine. I go out on the indoor track and come back 10 minutes later with them loose. But mine are crappy now anyways, so I plan on getting some new ones ordered today.

My inner ones would always come loose also. (The outer ones have always been fine.) I went to the hardware store and bought some lock washers. (Not the split ones, as the are to thick, but the ones that look like a regular washer but are not flat, they are "wavey". I do not know how else to explain them.) I put those on with some blue loctite. I raced the BITD Parker 250 last weekend and they stayed tight for the entire race.
