What upsets me most about this is that the author of the original news article decided to interpret and editorialize this Act and pawn it off as fact. Here are the facts: it says nothing of 'annoying' someone via the internet being a crime. Here is the actual law signed by President Bush straight from the Library of Congress: http://thomas.loc.gov/cgi-bin/query/F?c109:1:./temp/~c109zoDmod:e96088:

The word annoy is nowhere in this law. It talks about it being a crime to use any computer service to stalk someone or "engage in a course of conduct that causes substantial emotional distress to that person or places that person in reasonable fear of the death of, or serious bodily injury to, any of the persons described in clauses..."

I urge all of you to click the above link and check out Sec. 113 and 114. This bit about it now being illegal to annoy someone is crap.
