You need a blank DVD cd, not a blank cd-r and of course a DVD burner.

itsa a formatting issue... your video needs to be mpeg4 format. from there you need to use a software that will put an incoding onto the disk to tell the dvd player what to play and where it is located. i just use nero 6 ultra.. works like a charm

Are you sure it's mpg4? I have been using mpeg and mpeg 2 format. Are you choosing "Burn DVD" and then using a CD-R? I don't use Windows Movie Maker, so I don't really know the features. You should be creating a VCD(Video CD) and then try and burn that onto a CD-R. Lemme know if you need any more help.
