Swingarm carrier locked up

Hey I have a Herrmann racing swingarm with the round housing carrier and I tried to turn it back to the first adjustment but it's locked in place, do you have any suggestions on how to fix it or what might be the problem?

it could be a few things,

i know its obvious, but make sure the carrier locking bolts are fully loosened

it could be debris, corrosion etc not allowing the carrier to rotate

maybe try compressing the rear suspension hard and fast to see if it will help break it loose
