Currently Im running 13T front and a stock rear sprocket with 20" rear tires. If switch to 22" rear tires what gearing change should I make to get my gear back to the way it was before the tire change? By going down 1 tooth in the front will that make it close to my original gearing?

I dont know if it will be exact but it will be closer. there is alot of combinations you can do with the rear sprocket to get it exact

Using 13/41 will be about 1 mph faster
Using 13/40 will be 1-2 faster in 1/2 gear and 3/5 will be 3-5mph on top

How about 1 tooth in the front will that get me close? Rocky mountain has 12T front sprockets

i run 13/39 with 22 inch rears it rips nice all around
