what is the problem if fuel is leaking excessivlye out of the carburator drain hose?

its my frekin neighbor i didnt look at it but he said it leaked out half a tank of fuel and i ?'nd that but now he reliezed nothing is wrong. its a utility atv anyways hes never even changed the oil or cleaned the air filter. he overexaderated about the fuel

The float in the carb is probably stuck. Remove the bowl on the carb and cleAn it good.
