Will an IMS oversize tank fit with the stock steering stem.

they will fit with stock stem and bars, if you have bar adadpters, risers or bars it might not fit right. my blaster stoped about a quarter inch shy of the steering stop on each side, but i had flatter bars than stock and adapters

They are supposed to fit, but you will probably have to do some mods. I have one with stock stem, but the stem had to be ground down a little on the top plate cause it was rubbing the tank.
