I jacked up the back of my 400ex today and when I spun the the rear tires it wouldn't even make a full revolution before stopping. I makes a weird noise like the brakes might be dragging. Also when I use the back brakes they make a weird chirrping noise and lock up. What is the problem?

have you checked your rotor and your brake pads?

When I was having the clutch serviced at my dealer recently I had them throw on some new pads. Is there anything in particular I should be looking for?

a bent brake rotor or the rotor dragging against your skidplate are a couple things to check

Check your caliper mounting pins make sure that they are not seized up and that the caliper moves freely from side to side.

I checked the rotor and it isnt bent or touching the skidplate. I will check the pins tonight

I forgot to mention that the guy who had it before me put a parking brake block-off plate on.
