Use a Dremmel with a cutting tool - nothing else will give you a smoother cut. Make sure you put tape on the plasitcs where your going to cut so you have a guide that wont move or be covered by fender debris. and have a shot of whiskey before hand so your not all jittery..

I first laid out a pinstripe tape line to get the look desired, I then used tracing paper to make a template so both sides would be the same, after transfering the template/tape line to the other side I re measured to make sure that they were equal.
I cut the fender with a Dremel cut off wheel about 1/8th of an inch away from my tape line, then I used a coarse sanding wheel to bring the cut closer to the tape line.
To finish up I used a file and brought the cut right to the tape line, and then used elbow grease and some emery cloth to finalize and smooth the cut, ending up with 1500 grit wet/dry.
Last step includes taking the tape off and getting rid of the frayed edge by running a razor blade perpendicular to the fender.
Hope this helps.

I used metal sheers then spent about an hour with a file to fine tune em

jigsaw, fine grit sandpaper and hit the edges with a torch to bring the color out, but be careful not to melt.
