95 Pontiac Grand Prix Q's

On my sisters car, instead of having an intercooler, she has to electric fans stitting on each side that cool donw the engine when its getting hot, well they dont turn on unless you jump them? Why would this be happening, because it is using alot of antifrezze to cool down the car, why wouldnt the electirc fans not work, because of the fuses, need new ones, or what?

Electric fans are controlled by the computer and come on as necessary.

well the fans dont turn on unless jumped, but now i hear that they turn on at certain temps, is that true?

YES! The computer determines when they come on. If there are no overheating issues, probably nothing to be concerned about. Go do some stop & go driving/idling and see if they come on.

because the temp gauge goes all the way to the top and the temp light comes on and then goes right down after a few seconds of bein up at the top, but thanks for everything
