what are the best ways to up my hp through the engine in my 91 250x?

EXH CARB easiest HICOMP PISTON , CAMSHAFT , PORT JOB/5ANGLE VALVE JOB more labor/money intensive. GET a 400 EX most expensive but most productive change you can make .

In My 88 250x.....I Put In A .080 Wiseco Piston , A Web Cam, K&N Filter & Jetted It (You Have To Jet It After These Mods) The Bill Was About $300 Including Extra Jets & Boring.... The Power Increase Is Awesome & It Was Cheap To do... Took Me About 4 hrs Total To Do....& Im New To This 4 Stroke World. Get Yourself A Clymer Manual Or Some Kind Of Shop Manual If You Are Going To Do It Though.... Lots Of Pics & Step By Steps In There. :D

if you want to go all out you can hardend the rocker arms bigger vavles web cam weisco piston bored ported harnded stroke lectron carb and there is many more things you can do i like the motor from tc racing it is bad the 6 speed 250x engine
