Whats involved in putting new jets and a needle in a 400ex. I heard on some bike there is drilling involved. Is this true for the 400?

Nope ...easy as pie.Simple normal procedure like a normal carb.

it is very easy, i havent heard of drilling before.... just take the cover off, take an small flathead and unscrew the old, put in the new!

You used to have to drill slides to change there lift rate..If you're not up to par on drilling slides then Please don't try this.It can screw stuff up fast.
