another exhaust question??

I purchased an HMF Ballance Series Full Exhaust the other day, every thing fit fine except when i went to mount the silencer. My old E Series had an insert that went in and made the pipe stay out from the frame. Well the HMF doesn't have that insert and when i bolt it on, the thing it bolts to can move all around because there is no insert to hold it in place. I took the pipe back and now i'm wondering, which exhausts come with that insert, i'm pretty sure LRD does. But it seems like no exhaust will work without having an insert like the E Series had. Am i missing something that is suppose to be there or is this normal?

There is supposed to be a rubber bushing that goes in there. Thats is in there from the factory.
