blaster clutch?

my little brother has a blaster and he starts it in neutral but when he kickes it down into first it takes off even when you are holding in the clutch. Also you can have it turned off and hold in the clutch when its in gear and it wont roll??? I dont know wether his clutch is out or what. We have adjusted on the cable so thats not it i cant figure it out help

not to sure but ill throw this one at you. i know on my clutch is seems to be adjusted fine but i have to pull the clutch all the way to the handled bars to fully engage it. sometimes when i sit getting ready to go i dont hold the clutch in all the way so i cant find neautral...i dont really know its wierd.. but that could be a simply mistake.:confused:
