yea its tape. the tape is used for keeping the roost aka mud from getting in contact with the radiator. once enough mud piles up in there you could be looking at a DNF

Exactly, you do it at real muddy races to keep the radiator from clogging up with mud so your engine doesnt blow from overheating.
